Taste the dipping sauce and add additional water if it tastes too salty. You can also add more lime juice, sugar, or chili powder.

To make the sauce, combine the Fish Sauce (2 Tbsp), juice from the Limes (2), Roasted Rice Powder (1 tsp), Ground Chili Pepper (1/2 Tbsp), Coconut Sugar (1 tsp), Fresh Cilantro (2 Tbsp), Scallions (2 Tbsp), and Water (1 Tbsp), mix well, and taste for seasoning.

Heat a grill or cast-iron skillet over the stove to hot. Pat seasoned Sirloin Steak (2 lb) dry and place on grill or skillet. Cook for a couple of minutes on each side to the desired temperature.
