Preheat oven to 350 degrees F (180 degrees C). Lightly grease a 9x5-inch loaf pan and line with parchment paper, leaving some overhang for easy removal.

Combine All-Purpose Flour (125 g), Unsweetened Cocoa Powder (45 g), Instant Espresso Powder (1 tsp), Baking Powder (1 tsp), Baking Soda (1/2 tsp), and Kosher Salt (1/4 tsp) in a large bowl.

Whisk together Vegetable Oil (80 mL), Non-Fat Milk (180 mL), Large Eggs (2), Truvia® Sweet Complete® Granulated All-Purpose Stevia Leaf Sweetener (110 g), and Vanilla Extract (1 tsp) in a separate small bowl until smooth.

Make a well in center of dry ingredients and pour wet ingredients into dry, mixing until just combined.

Fold in Sugar-Free Chocolate Chips (85 g) and Hazelnuts (65 g) and transfer batter to prepared pan.

Top with additional hazelnuts and bake until a toothpick inserted in center comes out mostly clean, about 45-50 minutes.

Cool in pan for 10 minutes, then transfer to a wire rack to cool completely. Slice and serve.
