Place the rinsed rice in a pot with Water (720 mL). Bring water to a boil. Turn down to a simmer for about 45 minutes, then turn off heat, but leave the rice covered in the pot, on the burner, for about another 15 minutes.

While the rice is cooking, slice the Bell Peppers (2) and Garlic (3 cloves). Chop the Broccoli (1 head) into florets. Thinly slice the white part of the Scallion (1 bunch) and set them aside for garnish later.

Season the Lean Ground Beef (455 g) with Chili Powder (2 Tbsp), Soy Sauce (2 Tbsp), Salt (to taste), and a generous pinch of Freshly Ground Black Pepper (to taste).
