Prepare Farro (1 1/2 cups) per package directions. While farro is cooking, prepare the dressing.

In a small bowl, whisk together the Champagne Vinegar (3 Tbsp), Dijon Mustard (2 tsp), Shallot (1 tsp), Kosher Salt (1 tsp), and Freshly Ground Black Pepper (as needed). Continue to whisk while slowly adding the Olive Oil (4 Tbsp) until the vinaigrette is well combined. Stir in the Chinese Chives (1 Tbsp).
