In a mortar, lightly pound Garlic (3 cloves), stems of the Fresh Cilantro (5 sprigs), and Green Chili Peppers (2) with a pestle until a coarse paste forms. Add the juice from Lime (1), Fish Sauce (2 Tbsp), Granulated Sugar (1 Tbsp), and Freshly Ground Black Pepper (1 pinch). Mix with a spoon to combine. Set paste aside.

Place Whole Sea Bass (1.8 lb) on a baking sheet that will fit inside the oven. Spread the reserved paste over the top, making sure to work it into the scores if using a whole fish.

Transfer the fish to the oven. Cook the fish on "Humidity High" program on level 2 for 30 minutes on 85 degrees C (185 degrees F).

Transfer the fish to a serving platter. Spoon leftover juice over the fish. Drizzle the fish with lime juice, if desired. Garnish with Lime (1) slices and cilantro leaves.
