In a skillet, add Extra-Virgin Olive Oil, Onion, and Garlic. Cook for 1-2 minutes, or until onion and garlic are fragrant.
Add Butter, Chicken Broth, Evaporated Milk, Milk, Spaghetti, Dried Parsley, and Salt and Pepper. Bring mixture to a boil and then reduce temperature to medium. Cook for 10-15 minutes, stirring occasionally.
