Add Green Cabbage (4 cups), Red Bell Pepper (1), Distilled White Vinegar (4 Tbsp), Water (2 Tbsp), Granulated Sugar (2 tsp), Celery Salt (1 tsp), and Ground Black Pepper (1/2 tsp) into a medium-sized mixing bowl. Mix with a spoon or spatula until everything is incorporated together.
