Deep fry Garlic (10 cloves) and Chili Peppers (5) .

Prepare the sauce: in a bowl, add Granulated Sugar (1 tsp) , Vietnamese Spice Blend (1 tsp) , Fish Sauce (1/2 tsp) , Water (1 Tbsp) , and Chili Sauce (1/2 Tbsp) . Mix well.
Step 5
In a pan, sauté Garlic (2 cloves) in hot Cooking Oil (1 Tbsp) , then add shrimp and sauce on high heat, add Rosemary Leaves (1 cup) , and the fried rosemary leaves, garlic, and chili pepper.
