Preheat the oven to 350 degrees F (180 degrees C). Butter a 9x13-inch baking dish.

In a medium size bowl, mix together the All-Purpose Flour (1 1/2 cups), Baking Powder (1 tsp), Salt (1/4 tsp), Raw Old Fashioned Rolled Oats (2 cups), and Brown Sugar (1 cup) Stir together to mix the dry ingredients.

Cut the Unsalted Butter (2 sticks) into cubes and mix into the dry ingredients with your fingers or a pastry blender under well incorporated.
