Prepare Farro (1 1/2 cups) per package directions. While farro is cooking, prepare the dressing.

In a small bowl, whisk together the Champagne Vinegar (3 Tbsp), Dijon Mustard (1/2 Tbsp), Shallot (1 tsp), Kosher Salt (3/4 tsp), and Freshly Ground Black Pepper (1/2 tsp). Continue to whisk while slowly adding the Olive Oil (1/4 cup) until the vinaigrette is well combined. Stir in the Chinese Chives (1 Tbsp).
