Add Butter (2 tablespoon), Chicken Broth (2 cup), Evaporated Milk (12 fluid ounce), Milk (1/2 cup), Spaghetti (12 ounce), Dried Parsley (1 teaspoon), and Salt and Pepper (to taste). Bring mixture to a boil and then reduce temperature to medium. Cook for 10-15 minutes, stirring occasionally.
