I found that 3/4 cup white whole wheat flour plus 3/4 cup all-purpose flour gave an even more tender cake. You can make this substitution if you are okay with not having all whole wheat flour in the recipe. You can also replace all of the whole-wheat flour with all-purpose flour.
If you like the taste of poppy seeds, add 1/2 to 1 tablespoon in addition to the chia seeds. You could also substitute the poppy seeds completely for chia seeds.
