In a large mixing bowl, whisk the All-Purpose Flour (2 cups), Baking Powder (as needed), Baking Soda (as needed), and Salt (as needed) together.

Add Unsalted Butter (2/3 cup) to the saucepan. Melt the butter over medium heat until it begins to foam. Stir constantly and allow the butter to brown, turn a golden amber color, and have a nutty aroma.

Turn off the heat, and add in the rest of the Unsalted Butter (4 Tbsp). Stir to well combine.

Add Brown Sugar (2/3 cup), Granulated Sugar (7 tsp), and Vanilla Extract (1 tsp) to the butter, and mix to combine. Make sure the butter mixture is under 120 degrees F (50 degrees C). Then add Egg and Egg Yolk (2), and mix for about 30 seconds. Let it sit for 3 minutes. Then stir for another 30 seconds, repeat the process 4 times. The mixture will become very smooth.

Add the dry ingredients to the butter mixture, and mix until just combined. Add the Dark Chocolate Chips (3/4 cup) and Semi-Sweet Chocolate Chips (1/2 cup) and mix to combine.

Cover the dough with plastic wrap and chill in the refrigerator for at least 2 hours, or up to 24 hours.

Preheat the oven to 350 degrees F (180 degrees C).

Using a cookie scoop, scoop the dough on a parchment paper-lined baking sheet. Leaving at least 2-inches between each cookie.

Bake the cookies for around 12-15 minutes. Bake until the cookies are no longer glossy and the edges begin to turn golden brown.

Take out of the oven, sprinkle Sea Salt Flakes (1 tsp) over the top, and let the cookies sit on the baking sheet for 10 minutes. Then transfer the cookies to a cooling rack, and let cookies cool completely.
