Preheat the oven to 350 degrees F (180 degrees C). Generously grease the 9x13 inch baking pan with butter, set aside.

In a medium bowl, add Brown Sugar (1 cup), All-Purpose Flour (1 cup), Ground Cinnamon (2 tsp), Salt (as needed), and Butter (2/3 cup) and pinch together with your fingers until it is crumbs. Mix in Chopped Pecans (2 cups). Chill in the refrigerator.

In a larger mixing bowl, whisk together the Cake Flour (3 cups), Baking Powder (2 tsp), Baking Soda (1 tsp), and Salt (as needed).

In another large mixing bowl, cream together the Butter (2/3 cup) and Granulated Sugar (1 1/2 cups) with a hand mixer until light and fluffy.

Add an Eggs (3) at a time, beating well before each addition.

Add Sour Cream (2 cups) and Vanilla Extract (2 tsp), and mix until well combined.

Add the flour mixture to the wet ingredients, and mix with a rubber spatula until just combined.

Spread half of the batter into the prepared baking pan, and evenly sprinkle half of the streusel over the batter. Carefully spread the remaining batter over the top. Then sprinkle the remaining streusel mixture evenly on top.

Bake for about 35-40 minutes, or until the toothpick comes out clean. Take it out from the oven, and let it cool.

While the cake is cooling, in a mixing bowl, mix the Powdered Confectioners Sugar (1/2 cup), Milk (2 tsp), and Vanilla Extract (as needed).

Drizzle the icing over the cake. Slice and serve warm or at room temperature.
