In a large pan over medium heat, add Olive Oil (2 tablespoon), Shallot (3) and Garlic (2 clove).
Season with Ground Black Pepper (1/3 teaspoon) and add the Chili Pepper (1) and Fresh Parsley (2 tablespoon) and give it a quick stir.
Add in Tomato Paste (2 tablespoon) and mix well. Cook for a minute.
Deglaze the pan with White Wine (1 cup). Raise the heat to reduce the wine by half.
Add in the Canned Tomatoes (14.5 ounce) and using a wooden spoon break apart the tomatoes. Season with Salt (1/2 teaspoon) and Brown Sugar (1 tablespoon). Mix well.
Stir in Tomato Passata (1 cup). Simmer for about 10 minutes and add the Fresh Basil Leaf (10).
Add in the Fresh Mussels (2 pound) and stir continuously. Place the lid on and cook for about 5 minutes.
Stir in Lemon Juice (1 tablespoon) and serve.
