Put the Fresh Cilantro (1/2 bunch), Scallions (3 Tbsp), zest and juice of lime and orange, Garlic (2 cloves), Olive Oil (2 Tbsp), Low-Sodium Soy Sauce (1/4 cup), and Kosher Salt (1 Tbsp) in a blender and pulse.
