Preheat oven to 350 degrees F (175 degrees C). Line couple of baking sheets with parchment paper.
In a small bowl, mix All-Purpose Flour (2 1/4 cup), Baking Soda (1 teaspoon), Cream of Tartar (1 teaspoon) and Salt (1/4 teaspoon). Set aside.
In a large bowl, cream together the Butter (1 cup) and Granulated Sugar (1 1/2 cup) until fluffy. Add Egg (2) and Vanilla Extract (2 teaspoon) and mix until well combined.
Add flour mixture and mix until a cookie dough is formed.
In a small bowl mix together Granulated Sugar (2 tablespoon) and Ground Cinnamon (1 1/2 teaspoon).
Using a small ice cream scoop, scoop cookie dough and roll into small balls. Drop into cinnamon sugar and place on the cookie sheet.
If you want flatter cookies, press down in the center of each cookie ball. Bake for 10-11 Minutes. Let them cool on the baking sheet before removing from pan, then serve.
