In a large bowl, combine the All-Purpose Flour (1 cup), Rice Powder (1/4 cup), Potato (1 Tbsp), Baking Powder (1 tsp), minced Garlic (1 clove), minced Fresh Ginger (1/2 tsp), Salt (1 tsp) and Ground Black Pepper (to taste).
