Spread Broccoli (1 head) and Shallot (2) onto a parchment paper-lined baking sheet. Drizzle with Olive Oil (2 tablespoon), Salt (1/4 teaspoon), and Ground Black Pepper (1/4 teaspoon), tossing to coat. Bake for 30 minutes, turning veggies over after 15 minutes to evenly cook.
