Into a large mixing bowl, add in the All-Purpose Flour (1 cup), crumbled Old Fashioned Rolled Oats (3 cups), and Butter (4 Tbsp). Rub the mixture together. Then, add in the Brown Sugar (1/3 cup) and milk mixture and combine everything together.

On a floured surface roll out each dough portion. Using a cookie cutter, cut out cookie shapes one at a time.
