In a mixing bowl, add Powdered Confectioners Sugar (2 cup), Cream of Tartar (1/4 teaspoon), Vanilla Essence (1/2 teaspoon), and Sweetened Condensed Milk (14 ounce). Stir to combine. Add Unsweetened Shredded Coconut (3 1/2 cup) and mix in. Add Red Food Coloring (3 dash) and stir.
Transfer dough to a baking dish lined with parchment paper. Using your hands, press the dough down until it covers the dish evenly.
Place in fridge to chill for 2 hours.
