On a cast iron skillet on high heat add the Ground Beef (1.5 pound). Break apart with your spoon.
Add in the Onion (1) and Green Bell Pepper (1). Keep cooking and stirring until ground beef is almost completely cooked. Season with Salt (2 teaspoon), Ground Black Pepper (2 teaspoon), Ground Cumin (1 tablespoon), Chili Powder (1 1/2 teaspoon) and Paprika (1 1/2 teaspoon). Keep stirring on high heat.
Add the Canned Diced Tomatoes with Green Chilies (10 ounce) and Canned Diced Tomatoes (14 ounce). Continue to cook for 1 to 2 minutes and then remove from the heat.
Spoon some of the ground beef mixture over the bottom of a glass baking tray. Add the Tortilla (6) and layer it on top of the mixture. Spread the Refried Beans (1 1/2 cup) over the tortilla followed by another layer of ground beef mixture and some of the Shredded Cheese (4 cup). Continue to layer the tortillas, ground beef, cheese, tortillas, ground beef and cheese.
Preheat the oven at 350 degrees F (175 degrees C).
Bake the lasagna for 35 to 40 minutes until nice and golden.
Remove from oven and sprinkle another layer of Shredded Cheese (1 1/2 cup) and place back in the oven for another 5 minutes to melt the cheese.
Garnish with Sour Cream (to taste) and Scallion (to taste) on top. Slice, serve and enjoy!
