Into a blender, add White Onion (1) and Green Bell Pepper (2). Pulse to finely chop.
Into a pressure cooker on high, add Olive Oil (1 splash) and veggies. Cook for 10-15 minutes.
Add Ground Meat (1.5 pound) and Kosher Salt (1/2 teaspoon). Cook meat until mostly browned, breaking it up with a spoon as you go.
Add Baked Beans (1 pound), Water (1 cup), Paprika (3 tablespoon), Chili Powder (2 tablespoon), Onion Powder (1 1/2 tablespoon), Ground Cumin (2 1/2 teaspoon), Garlic Powder (2 teaspoon), Coarse Black Pepper (2 teaspoon), Kosher Salt (2 teaspoon), and Brown Sugar (1/2 cup). Mix well. Cover and cook on Chili Bean setting for 5 minutes.
Serve over White Rice (to taste) and garnish with Scallion (to taste).
