Into a mixing bowl, add All-Purpose Flour (2 cup), Baking Powder (1 tablespoon), Baking Soda (1/4 teaspoon), Granulated Sugar (1 1/2 tablespoon), and Ground Nutmeg (1/4 teaspoon), and Salt (to taste). Whisk to combine.
Add Unsalted Butter (6 tablespoon). Using a pastry blender or a fork, blend the butter in until mixture forms pea-sized crumbs.
Make a well in the center of the bowl. Add Buttermilk (3/4 cup). Fold into the dough.
Preheat oven to 425 degrees F (218 degrees C).
Turn dough out onto a lightly floured surface. Press it with your hands until it comes together.
Roll the dough out into a 10 by 8-inch rectangle, about 1/4-inch thick.
Spread Butter (1 1/2 tablespoon) over the dough. Sprinkle Brown Sugar (1/2 cup) and Ground Cinnamon (1 tablespoon) over top and spread to coat evenly.
Roll the dough into a log. Cut into eight equal sections.
Place cinnamon rolls on a 12x9-inch baking tray greased with Butter (2 tablespoon). Press down lightly to flatten.
Bake for 14 minutes.
Into a saucepan, add Unsalted Butter (8 tablespoon). Once warm, add Apple (1). Cook for 3-4 minutes.
Add Ground Cinnamon (2 teaspoon), Cream Cheese (4 1/2 tablespoon), Powdered Confectioners Sugar (3/4 cup), and Vanilla Extract (1 1/2 teaspoon). Cook over low-medium heat until smooth.
Serve cinnamon scrolls warm with apple gravy on the side.
