Preheat oven to 350 degrees F (180 degrees C). Spray an 8 by 8 baking pan with non stick cooking spray.
In a mixer fitted with a paddle attachment, cream Unsalted Butter (1/2 cup) and Granulated Sugar (1 cup).
Add Egg (4) one at a time. Add All-Purpose Flour (1 cup) All-Purpose Flour (2 tablespoon), Baking Powder (1/2 teaspoon) and Salt (1/4 teaspoon). Stir to combine. Add Chocolate Syrup (1 1/2 cup) and Earl Grey Tea (2 tablespoon).
Pour the batter into the baking pan and bake for about 40 to 45 minutes.
In a large bowl, combine Powdered Confectioners Sugar (1/2 cup) and Lemon Juice (2 tablespoon) until slightly thick. Remove the brownies from the oven, cool, slice, and then drizzle lemon sugar on top.
