Prepare the sauce by combining Water (3/4 cup), Soy Sauce (1/4 cup), Distilled White Vinegar (2 tablespoon), and Granulated Sugar (2 teaspoon). Set aside.
Heat the Olive Oil (1 tablespoon) in a large pan over medium-high heat.
Add the Chicken Drumstick (8 piece) to the pan, searing both sides of the chicken until golden brown on the surface.
Add the Garlic (5 clove), Bay Leaf (4), and Black Peppercorns (1 tablespoon) to the pan.
Stir in the sauce, then turn the heat down to low.
Allow to simmer for about 5 minutes or until the chicken has cooked all the way through, adding more water if necessary to keep the sauce simmering.
