In a large pot filled with cold water, add Red Potatoes (4 1/2 cups). Bring the pot to a boil and cook potatoes for about 35 minutes, or until fork-tender.

While the potatoes cook, in a large bowl, combine Mayonnaise (1 cup), Garlic (1 clove), juice from Lemon (1), Celery (2 stalks), Red Onion (1/2), Fresh Parsley (4 Tbsp), Tarragon (1 Tbsp), Salt (to taste) and Ground Black Pepper (to taste).

Once the potatoes are cooked, drain and set them aside to cool. Once cooled, add them to the mayo mixture bowl.
