Into the bowl of a stand mixer fitted with a paddle attachment, add Bread Flour (2 1/2 cup), Instant Dry Yeast (1 tablespoon), Salt (1 teaspoon), and Granulated Sugar (1 tablespoon). Whisk to combine.
Add Buttermilk (1 1/4 cup). Mix until combined, then add Olive Oil (1/4 cup) while continuing to mix.
Add remaining Bread Flour (1 cup). Mix on medium speed until it comes together as a dough, about 3-4 minutes. Add more flour if needed.
Mix for another 3-4 minutes, until dough is nice and smooth.
Turn dough out onto a floured surface. Knead it a few times.
In a mixing jug, combine Salted Butter (1/2 cup), Garlic Powder (1 tablespoon), Fresh Parsley (1 1/2 tablespoon), and Dried Oregano (1 1/2 teaspoon).
Grease the bottom a 10-inch round pan with Salted Butter (to taste). Grab pieces of the dough and roll them into balls with your hands, then place them in the pan.
Drizzle the garlic butter over the rolls. Use a brush to spread it around.
Cover pan with plastic wrap and let rest for 1 hour.
Preheat oven to 350 degrees F (176 degrees C).
Sprinkle rolls with Grated Parmesan Cheese (to taste). Bake for 20-25 minutes.
Butter the tops and serve warm.
