Preheat oven to 400 degrees F (200 degrees C). Coat a 12-cup muffin pan with cooking spray.
In a large bowl, whisk together All-Purpose Flour (1 1/4 cup), Dark Brown Sugar (1/2 cup), Baking Soda (1/2 teaspoon), Baking Powder (1/2 teaspoon), Ground Nutmeg (1/2 teaspoon) and Coarse Salt (1/2 teaspoon) until there are no lumps.
Stir in Old Fashioned Rolled Oats (1 cup) and Raisins (1/2 cup). Add Extra-Virgin Olive Oil (3 tablespoon), Large Egg (1), Non-Fat Milk (1/3 cup), Carrot (4) and Banana (1) and stir until blended.
Fill each muffin cup with ¼ cup batter. Bake until a toothpick inserted in center of a muffin comes out clean, 18 to 25 minutes.
Serve warm or at room temperature. To store, keep in an airtight container for up to 3 days.
