Into a pressure cooker on the Saute setting at 390 degrees F (200 degrees C), add Sesame Oil (1 tablespoon). Once warm, add White Onion (1), Garlic (2 tablespoon), Beef Chuck (1.5 pound), Sweet Chili Sauce (5 tablespoon), Fish Sauce (2 teaspoon), Rice Vinegar (2 tablespoon), Brown Sugar (6 tablespoon), Beef Stock (1 1/4 cup), and Soy Sauce (1/4 cup). Stir to combine.
Cover and cook on the Meat/Stew function for 15 minutes.
Return to Saute setting at 390 degrees F (200 degrees C). Bring mixture to a boil, then add Red Bell Pepper (1).
In a small bowl, stir together Corn Starch (4 tablespoon) and Water (6 tablespoon). Add it to the pressure cooker half at a time, stirring to combine.
Add Broccoli Florets (2 1/2 cup). Stir to combine. Cover and cook for 1-2 minutes.
Plate, then serve.
