Combine Quinoa (1 1/4 cups) and Water (1 1/2 cups) in a medium saucepan and bring to a boil. Reduce heat and simmer for 15 to 20 minutes. Quinoa should be just a tad undercooked and not quite transluscent.

While quinoa cooks, whisk together Rice Vinegar (1/3 cup), Honey (2 1/2 Tbsp), Granulated Sugar (1/2 Tbsp) and Salt (1 tsp).
